The State Secretariat for Education, Research and Innovation (SERI)7 shall issue education ordinances for each VET programme. These VET ordinances shall be issued at the request of professional organisations or, if necessary, at its own initiative.

The VET ordinances shall cover the following aspects in particular:
a.
the subject matter and duration of the corresponding VET programme;
b.
the objectives and requirements of the workplace training segment;
c.
the objectives and requirements of the classroom instruction segment;
d.
the scope of training content and distribution across learning locations;
e.
qualification procedures, qualifications and titles.

Qualification procedures to validate non-formal learning shall be based on corresponding VET ordinances.
