Under Article 93 NEA, it is an offence for any person:
a.
to fail to comply with the obligation of establishing a zone in accordance with Articles 7 and 12;
b.
to fail to comply with the accounting, reporting and notification requirements specified in Articles 9, 10, 14, 16, 18, 19, 22 and 23;
c.
to fail to comply with the notification requirement specified in Article 21 in relation to facilities;
d.
to prevent inspections in accordance with Article 24 relating to the accounting, reporting and notification requirements mentioned in letters b and c from being carried out;
e.
to fail to comply with the obligations to tolerate and cooperate specified in Article 26 in the course of inspections in accordance with letter d.
