If orders breach regulations issued in the public interest or in the interests of persons not party to the proceedings, these rulings shall be null and void. Irrespective of whether an appeal has been filed, the supervisory authorities shall declare the rulings null and void ex officio.

The office may replace an order that has been declared null and void with a new order. If proceedings under paragraph 1 are pending before the supervisory authority, the office may do this at any time before the deadline on which it must submit its response.
