The cantons cooperate on waste management and disposal. They avoid over-capacity in waste disposal facilities.

If they cannot agree, they must submit proposed solutions to the Confederation. If mediation by the Confederation does not lead to agreement, the Federal Council may order the cantons:
a.
to determine the areas from which waste must be delivered to the installations for treatment, recovery or deposit in landfills (catchment areas);
b.
to determine sites for waste disposal facilities;
c.
to make suitable waste disposal facilities available to other cantons; where necessary, it determines how costs are to be shared.
