The Federal Council shall regulate the details of the procedure for granting, renewing and withdrawing melter's and purchase licences and for fineness determinations.50 It may also issue regulations on the recognition of foreign official fineness determinations.51

The Federal Council shall regulate the fees to be paid for the official duties set out in paragraph 1. Article 18 paragraph 2 applies correspondingly.
